Good to know

According to a written reply from the Bezirksamt Bergedorf to the district assembly (25 February 2021), the outdoor exercise station (“Bewegungsinsel”) at the corner of Hermann-Löns-Höhe / An der Sternwarte was financed by Hamburg's Landessportamt (state sports office), as was the one at Wiesnerring. The same reply put the cost of building a Bewegungsinsel at roughly 60,000 euros. (Source: bv-hh.de)
The station sits just outside the grounds of the Hamburger Sternwarte, the University of Hamburg observatory on the Gojenberg in Bergedorf, which was built from 1906 on an approximately seven-hectare park-like site and officially inaugurated in 1912. The entire observatory was placed under monument protection in 1996, and its park is open to the public daily from 07:00 to 22:00. (Source: de.wikipedia.org)
In the same 2021 reply the Bezirksamt stated that responsibility for building and operating a Bewegungsinsel lies with the landowner, and that it does not record maintenance costs statistically. It also said that no further Bewegungsinseln were being considered in Bergedorf at that time because the funds for the construction costs were not available. (Source: bv-hh.de)
