Because the plan developed at two public participation events on 15 July and 22 September 2017 came to some 245,000 euros, the Regionalausschuss recommended at its session on 4 December 2017 that the missing 70,000 euros be taken from Bezirksversammlung or Quartiersfonds money; water, lighting, artificial turf, skate facilities, shelters and barbecue areas were all ruled out as unaffordable or unmanageable. - In 2018 the Bezirksamt Hamburg-Nord reported that all preliminary planning and coordination for the Sportplatz Höpen was complete and the selected architecture practice commissioned. A first tender in May 2018 drew only one over-priced bid for the earthworks (from nine firms invited), so the work was re-tendered; the second round produced seven bids and the cheapest was within the estimated cost.
